Who Pays Writers  is an aggregate of anonymously submitted rates and some reviews from writers who have written for a variety of sites.  It's unofficial so you can't use to whine "but you paid this person more," but I have used it to determine what to ask for from a specific outlet, or to decide which sites to pitch.
